New Policy For BISP

There are a number of new policies and procedures for BISP. For example, the National Socio-Economic Registry has been strengthened with the addition of new online forms for beneficiaries. BISP’s Board has approved revised data exchange protocols and socio-economic classification of updated NSER data, which will allow social programs to target the poor. And the Cabinet has approved a cash assistance package under the Ehsaas program and improved coordination between the BISP and other state and local agencies.

BISP

The NSER, or National Social Security Evaluation, is a data set that BISP will use to inform and improve its policies. Using administrative data, the research team developed a project that provided useful insights into BISP policy design and implemented it. The project also identified key barriers to taking up BISP, such as pendency, transition from paper to digital payments, and withdrawal behavior. After analyzing the findings, the team proposed a study to help BISP mobilize its beneficiaries.

The NSER reformed BISP by introducing two new conditional components. The Waseela-e-Taleem component, previously called Kifalat, requires beneficiaries to change their health and education habits. The Unconditional Cash Transfer component, formerly known as Kifalat, provides money to low-income families and encourages savings. In return for receiving money from BISP, the government will match that amount with additional subsidies to help families.

National Socio Economic Registry

The Benazir Income Support Programme is planning to update the National Socio Economic Registry. The NSER is a database of socioeconomic information for 27 million households. The survey was conducted using a Pen and Paper based Personal Interviewing approach. During the survey, BISP collected socioeconomic data of households. The database had to be updated regularly to capture changes in the socioeconomic conditions of the households. BISP is currently updating the NSER 2010-11 to minimize inclusion-exclusion errors.

The National Socio Economic Registry is a tool that will help the federal government identify areas that need assistance, and target subsidies accordingly. It will also allow the federal government to make a move toward targeted subsidies through its Ehsaas Rashan Riayat programme. By March 2022, the registry will evolve into an adaptive system, allowing it to serve as a data portal for executing agencies to validate beneficiary information and eligibility in real time.

Ehsaas Kafalat Program 2022

The eligibility criteria for the Ehsaas Kafalaat Program 2022 are not yet finalized. However, eligible people can visit the nearest Ehsaas Centre to register their child. In case the CNIC of the child expires, he can renew it by visiting an Ehsaas Registration Desk. This desk is expected to be set up across the country.

This initiative will provide a cash stipend of Rs. 2,000 to deserving youngsters and mothers. The program also provides bank accounts to deserving families. A postal letter will be sent to the families of aspiring beneficiaries. No money will be charged for the letter of confirmation. The money will be disbursed as per the deserving families’ eligibility. It is important to note that the program is only open to poor and needy families, so only a few deserving children will benefit from it.

Online Forms

The Ehsaas program is a government initiative to provide financial assistance to poor and deserving people in Pakistan. Under this program, a sum of Rs. 12,000 will be given to eligible applicants every three months. The program was launched by Prime Minister Imran Khan to assist jobless and poor people.
